Technology Overview

ConsentHub is built on the Reg-Stack platform, a governance-aware digital infrastructure designed to support regulated digital services operating across multiple jurisdictions and regulatory environments.

While ConsentHub focuses on preparing building consent applications, Reg-Stack provides the underlying infrastructure that manages governance, policy enforcement, and secure data workflows throughout the system.

This architecture allows regulatory requirements, operational rules, and application workflows to operate within a structured environment designed specifically for regulated sectors.

Sovereign Infrastructure as a Service
  • Reg-Stack introduces the concept of Sovereign Infrastructure as a Service (SIaaS).
  • SIaaS is an infrastructure model in which governance rules, jurisdictional constraints and regulatory policies are embedded directly into the runtime operation of digital systems.
  • Rather than applying compliance controls after software has been built, the infrastructure itself manages how regulatory logic is interpreted and applied during system operation.
  • This approach supports digital services that must operate within clearly defined legal, regulatory and jurisdictional boundaries.
AI-Assisted Governance
  • The Reg-Stack platform includes native generative AI capabilities that assist with interpreting regulatory requirements and supporting governance workflows.
  • Within ConsentHub, this capability helps analyse application information, documentation and project data during the preparation of building consent applications.
  • The AI capability assists with identifying missing information, potential inconsistencies and documentation gaps before applications are submitted to council.

This allows applicants to improve the quality of consent submissions while maintaining the role of professional judgement and council assessment processes.

Multi-Jurisdiction and Multi-Tenant Architecture
  • Reg-Stack is designed to support multiple jurisdictions, multiple industry sectors and multiple tenant environments.
  • Different organisations and regulatory authorities can operate independent applications while sharing the same governance-aware infrastructure layer.
  • This architecture allows regulated digital services to operate securely while maintaining clear separation between users, organisations and jurisdictions.
Transparency and Auditability
  • Reg-Stack maintains a comprehensive record of system events, document states and workflow actions throughout the lifecycle of each digital process.
  • Within ConsentHub this creates a transparent audit trail covering document uploads, application preparation steps and submission events.
  • This level of traceability supports accountability and transparency in regulatory environments.
Platform Development

The Reg-Stack platform is protected by four families of provisional patent applications comprising twenty-five claims covering elements of the architecture and governance model.

The founder of ConsentHub is currently a candidate for the Master of Applied Artificial Intelligence (2026) at Auckland University of Technology, where aspects of the platform’s governance architecture and applied AI capabilities are being explored as part of ongoing research and development.
